Sir: Your dispatch No. 555, of the 26th ultimo, relative to the application of Mr. Manny Ehrenbacker for a passport, has been received. It appears from the inclosures of your dispatch that in 1875 Mr. Bancroft Davis refused to issue a passport to the father, for the reason that he could not be regarded as having an intention to return to the United States within the meaning of the treaty, and that the son has been in Germany ever since that time, under the control of his father.

Under the circumstances of this case it seems decidedly better that it should be passed upon in the United States, in case he shall come here.
