Sir: Referring to your telegrams, and to your No. 349, informing me that the Spanish government had anticipated the payment of the Virginius indemnity to the amount of 225,000 pesetas, and to your telegram of the 5th instant, stating that you had received 175,000 pesetas, being the entire amount of the indemnity remaining unpaid, I have to congratulate you upon the speedy and successful termination of this negotiation.

I have already expressed to you the appreciation entertained by the President and this Department of the tact and sagacity displayed by you in reaching an adjustment, and lam instructed to express the satisfaction of the President on learning of this final payment and of the disposition of this question.

You were instructed by my telegram of the 6th instant to express to the government of Spain the appreciation of the President at the course which that government had adopted, in not only fulfilling the engagement which had been entered into, but in hastening to remove the questions by an anticipation of payment.
